Be forewarned, in-and-upcoming spoilers ahead.
In
Star Ocean 2, Dias is a former resident of Arlia Village on the planet Expel. Years before the game began, Dias' family was attacked and killed by bandits in the Shingo Forest. Left to die and unable to protect his family, Dias felt powerless. Dias recovered physically from the incident, but decided to leave the village (and his friend, Rena) to wander and gain expertise in swordsmanship.
Throughout the early part of the game, Rena will hear of Dias' comings and goings around the different towns you visit. When the group finally meets Dias, he treats them with indifference, only bothering himself with his "Little Sister" Rena (and even then, only to a point). As the game continues, Dias eventually recognizes the achievements the player's party has accomplished. There are several brief encounters between Dias and the player's group occasionally, but the opportunity to permanently recruit him onto your team only comes if you selected Rena as your playable character.
For use in battle, Dias is a worthy addition with some drawbacks. While other swordsmen like Claude and Ashton can attack regularly with fair swiftness, Dias relies on a quick-draw style which takes time to strike. This is doable with large or slow foes, but it can be a hinderance with some bosses or fast opponents. Employing Killer Moves often can be a MP-consuming but overall preferable alternative, particularly with Dias' fast low-cost-and-high-attack Air Slash. Out of battle, Dias can prove useful with Item Creation, personally finding him profitable with Art and Music Talent.

Star Ocean: Blue Sphere, Dias accompanies the old group to the planet Ediface to search for their lost comrades, Opera and Ernest. When intially setting out, you can choose to include him in your three-man party. After that, you can swap him out or in by returning to the ship.
Some of the characters have seen some tweaks from their last outing (some for the better, others .... not), but luckily Dias is a great frontliner for the team. While he lacks solid defense, his strength is super and now thanks to his ease of attacking and the ability to combo, he can easily dish out the damage. Plus, having some hefty special attacks is also pretty grand.
Dias' role in
Star Ocean EX is very similar to that of SO2. His Japanese voice was provided by veteran Takehito Koyasu; the English dub was portrayed by Brent Miller.

Star Ocean is a roleplaying video game series, starting in 1996 with a self-titled release on Nintendo's Super Famicom (SNES). The latest entrants to the series are
Star Ocean 4: The Last Hope for Microsoft's Xbox360, and a remake of
Star Ocean: Blue Sphere for Japanese mobile phones.

Each entry currently released in the Star Ocean game series has received an official manga.
Star Ocean EX is an anime adaption of the
Star Ocean: The Second Story manga, which more or less retains plot points from the game. Also, while not directly anime related, well-known animation company Production I.G. was commisioned to provide new cutscenes for the
Star Ocean and SO2 remakes.
It should hopefully be apparent by now that Dias was featured in
Star Ocean EX and both mangas based off of his appearing games.
