Regal was the president of the Lezareno company before an unfortunate accident. Vharley (a cruxius crystal provider turned Alicia (Regal's love and Presea's sister) into a monster. Regal was forced to kill his love after Alicia begged him to. He confessed to killing her and was thrown in jail, but the Pope said he would pardon Regal if Regal captured Colette. The killing of Alicia with his own hands is the reason Regal wears his handcuffs voluntarily, and also the reason he fights with greaves, rather than his hands. Despite being handcuffed constantly, Regal is an excellent cook, most likely the best in the party. Cooking is something Regal really loves to do.
